I wasn't talking about SCM :-)

Here's the University of Kent's policy on mirroring:

  http://www.mirrorservice.org/Help/FeedBack/Mirror
  and some here: http://www.mirrorservice.org/Help/Contact_Us

They'll mirror from HTTP or FTP too, but I suspect they prefer rsync.
