Yes, but nowadays I can just use inotifywait in a loop which
essentially does the same but frees me from dealing with its OMakefile
syntax which I did not like very much.

Great, this looks really good. The file format seems simple and
intuitive.

I am writing a library (and also a command line program as a thin
wrapper over the library). As you said, in optional parts like tests I
might want to use core/batteries. Also, kind-of depends on whether they
offer other things that I might need or not. Not planning on reinventing
the wheel.
