Go to the first text character of the comment and hit "C-x ." to set the fill prefix to " * ", then hit M-q.  Make sure the minibufffer says the prefix was set to " * " for it to work correctly.  If all your comments are the same prefix, you should be able to fill now without setting the prefix again.

It'd be a little more work to get it to fill this

(*
 * foo
 * bar
 *)

to this

(*
 * foo bar
 *)

but it sounds like that's not what you want anyway.
