Indeed. A “pure” bootstrap of opam should always remain possible, as the “lib-pkg” bootstrap mode of opam is tested in its CI. A side-effect of this mode’s existence is that src_ext/Makefile.packages contains the manual build instructions for opam-free compilation of all of opam’s dependencies.
