If 3) is important to you then releasing ocaml more frequently won't change anything to the problem.  

One of the big problem and reason I have not been able to simply always targeting the latest I naturally need to implement a package is *precisely* because of distributions lagging far behind from the current released version — 4.01 was released almost three years ago and that's what we have in debian stable.
