OCaml 3.11.1 released

Dear OCaml users,

It is our pleasure to celebrate the 30th anniversary of the first
human-powered flight over the English channel by announcing the
release of OCaml version 3.11.1.  This is mainly a bug-fix release,
see the list of changes below.

Other changes:
