For libraries, of course one needs to know about OCaml and the best path generally is to rely on OPAM rather than the OS's package manager. I used to think otherwise, but the reality is that there aren't that many OCamlers to have packagers for the repositories of even the most popular distros. This probably applies to other languages too, which leads to the point that it's best to use a language's package-manager for development purposes; higher odds of staying in a stable, reproducible and up to date environment.

For binaries and runtime dependencies, some packages provide Makefile files which wrap the Dune commands. OPAM is again required but a lot can be scripted or documented in a few lines of how to build the binary or dynamic library for distribution. Also consider https://appimage.org/ for cross-OS builds, so long they don't need to be installed in the system.
