When? "Way back when." What? -- lifting paths in a base space
to paths in a covering of it. See, for example the "lifting"
and "homotopy lifting" entries in Sze-Tsen Hu's classic 20th C. 
textbook {Homotopy}, in Academic Press, circa 1960. 

Of course that work isn't the origin of the lifting concept.
But it does discuss the motivation quite plainly and carefully. 

This may start you on an interesting and fruitful journey
to earlier works, perhaps as far back as to Weyl's {Riemann
Surfaces} or beyond.
