Subject: Setting readme in the repository cgitrc does what I expect, but setting it in /etc/cgitrc does not.

Hi,
My /etc/cgitrc has a scan-path and a default readme setting.
$ grep -E '^(scan-path|readme)=' /etc/cgitrc
scan-path=/home/tlevine
readme=readme.html
I have a repository with a readme.html. If I clear that repository's
cgitrc, the readme does not show up.
If I put a "readme=readme.html" line in the repository cgitrc, the
readme *does* show up.
What do I do?
My server configuration is here. Incidentally, this is also the
repository in question.

Thanks
Tom
