It's a slrnism, they're meant to mark verbatim text. e.g.

#v+
Here is some text
(defun foo (bar)
  bar)
it should be considered as "verbatim"
#v-

i.e. anything in between them is (in slrn) fontified in a
different colour, and not wrapped.

I believe they're not supported in other mail/newsreaders
though.
