I don't know why it was removed from Emacs 21. Nothing was removed from Emacs 21. Emacs never supported UTF-8 before Emacs 21; in Emacs 21.1 there's a limited support for Latin-1 and for mule-unicode-* characters sets (which are used if the original text was encoded in UTF-8).
