Good etiquette has always mandated that you followed the policies for a particular mailing list, and that the policies were determined by the list owner. Examples of mailing lists where messages from non-subscribers are welcome and encouraged are auc-tex, all the GNU bug-* and help-* lists, and lists like `sales@acme.com'. Exmaples where messages from non-subscribers are not welcome are are most newsgroups, the gcc2 list for gcc developers, and perhaps the ding list (messages from non-subscribers should probably use the gnus or gnus-bug lists instead).
