Yes.  The machine we get news on here is frequently pingable but
refuses nntp connections.  The only way to really know for sure is to
try it.  Another example of the same thing is reading news through a
proxy, you may be able to ping the proxy machine and connect to the
nntp port of the proxy, but still not be able to get any news.
