I got the following information from the IMC mailing list several
months ago. The IMC website is a good place to look for e-mail
related info.

New IMC Internationalization Report Available
Many mail users need to send messages to people outside their own country,
and mail user agents (MUAs) have to be able to send and receive messages in
an interoperable fashion. To this end, the IMC has released its report on
which standards MUAs should implement in order to be considered
"internationalized". Internationalization is a complex and still-changing
field, and IMC's report should help its members determine what steps they
have to take in order to meet the needs of the widest variety of users. The
report is available at <http://www.imc.org/mail-i18n.html>
