I suppose you can sacrifice multilingualization by setting
`rmail-file-coding-system' if you must. Presumably you could maintain
multilingualization by using utf-8 if that works properly.

I mean help to get it fixed. I would be expected to do that with,
say, recode even if I wasn't familiar with the code.

So the file _has_ been mangled by multiple decoding somewhere. For a
start, has Gnus even been writing to it, or only reading? That would
help to narrow it down.
