It work fine for me in XEmacs too. One difference between reply and
followup is (mark) and (gnus-region-active-p).  I suspect
gnus-region-active-p doesn't work for you somehow.  Could you check
whether gnus-region-active-p is an alias of region-active-p in XEmacs?

Also, since we can use (mark) to check whether region is active, do we
really need gnus-region-active-p?
