Answer
Emacs uses the current working directory when asking for the TAGS
file.  You can visit a file in the /sj/pcb/iwas/tags/srpc1p.em
directory to change the prompt, or you can use M-x cd RET to change
the directory.

actually I did not make my question clear enough:
1- In vi you can set the default visit-tags-table like so.
set tag=/sj/pcb/iwas/tags/srpc1p.em
Q- How can I set the default visit-tags-table like so that it is changed to.
visit-tags-table: (Default tags) /sj/pcb/iwas/tags/srpc1p.em
A- edit the .emacs file and (answer for the above).
