OK, so going back to my suggestion of a queue group - what's wrong
with the suggestion?  Just put articles destined for a foreign group
in the queue group, and then move them out of the queue based on an
artificial header.  It won't disturb anything in the splitting
process.

It seems like it would be pretty easy to implement, too.
