It's definitely working here.  Run 

M-: (spam-ham-move-routine (gnus-parameter-ham-process-destination gnus-newsgroup-name))

while in the summary buffer.  Put (debug) statements in
spam-ham-move-routine to see what's going wrong, if it does.
