I attached a test message. The Chinese characters are not decoded.
Although mm-view-message runs gnus-article-decode-hook, it runs within
mm-with-unibyte-buffer environment (mm-decode.el, line 269), while
mm-decode-body calls mm-decode-coding-region only if
enable-multibyte-characters is non-nil (mm-bodies.el, line 201).
