You could use define-coding-system-alias, 

    (define-coding-system-alias 'windows-1252 'iso-8859-1)

Or, only within Gnus, you could do

    (add-to-list 'mm-charset-synonym-alist '(windows-1252 . iso-8859-1))

(setq gnus-newsgroup-ignored-charsets '(gnus-unknown))

Or set the group parameter "Ignored charsets" in some special groups.
