Ok, as I reported yesterday MIME forwards from Gnus to Outlook 98 don't
really work well. Here is what Outlook says when it tries to read such a
message:

This message uses a character set that is not supported by the Internet
Service.  To view the original message content,  open the attached message.
If the text doesn't display correctly, save the attachment to disk, and then
open it using a viewer that can display the original character set. 

Opening the message gives the same text, and an attachment which is
presented as a text file. Opening that gives the raw message text in
Notepad.

I'm not really sure why Outlook is complaining, but if anyone has
suggestions to track this down I'd be happy to look into it.
