I mean that it should take advantage of the headers as before, if
headers are present. Maybe some gnus-ml commands could look at both
headers and group parameters.

This is a good idea.

How do you know it's not being used? Did you make a poll?
If the headers are present, the users don't need to frob group
parameters manually. So the old gnus-ml functionality should
continue to exist.
Maybe _you_ don't use it, but how about others?
