So where is the problem? Why doesn't Emacs save the file in UTF-8? I've now done the following test: I copied and yanked the Chinese line into a buffer and then ran (encode-coding-region (point-min) (point-max) 'utf-8) and that gave me some output. So it appears that I can also see that Emacs can convert this into UTF-8, but still it doesn't use UTF-8 for saving to a file.
