% gnutls-cli -h
GNU TLS test client
Usage: gnutls-cli [options] hostname
...
--insecure Don't abort program if server
certificate can't be validated.
...
To do it as an customization, do
M-x customize-variable starttls-extra-arguments
and just add "--insecure".
