The underlying GnuTLS library (provided by the platform, and used by
Emacs) may disable things selectively, for example by redefining the
"normal" set of capabilities or removing ciphers altogether. Also you
can control algorithm priorities with the `gnutls-algorithm-priority'
variable and make very explicit choices.
