In this configuration, it uses either openssl or gnutls-cli, and would
thus not be affected by the removal of the starttls utility.
By default jabber.el uses STARTTLS, using starttls.el. In theory it
should work with the starttls program (see the variable
starttls-use-gnutls), but I've never tested it; I'm quite happy with
gnutls-cli.
