I have the same problem with pgnus 0.31 under XEmacs 20.4. C-h k tells 
me:

button2 runs `mouse-yank'

`mouse-yank' is an interactive compiled Lisp function
  -- loaded from "mouse.elc"
(mouse-yank EVENT)
