* Calling order guarantees for backend functions?

Hello,

When writing a backend, can I safely assume that the nn*-request-list or
nn*-request-newgroups function will be called before any of the
functions that take a group name as an argument
(e.g. nn*-retrieve-headers, nn*-request-group or nn*-retrieve-groups)?
