Why not?  If XEmacs doesn't support utf-8 at all, then the problem lies
not with the method of applying the decoding (the change being
discussed), but with the choice of coding system used by default.
If XEmacs _does_ support uft-8, then why can't it handle a "utf-8"
coding:  tag (or doesn't XEmacs support coding: tags...)?
