Oops.... my pgg was being loaded from someplace like /usr/share/xemacs21/site-lisp/semi. I forgot to remember that somehow my XEmacs does not load it's ~/.xemacs/init.el when there is an _older_ init.elc nearby. I've never looked into what makes that, thinking all I need to do is to remember to byte compile it every time I change it. O'well. Fixing the load-path changes everything. Thank you very much for your help. I hope my silly mistake did not waste too much of your time.
