I think I've confused everyone enough. Let's take this to emacs-devel
and find out for sure. FWIW I'm not making any decisions about this,
just suggestions. The Emacs maintainers have the final say AFAIK.

We're just working this out; take it to emacs-devel to have a public
discussion. I'm making suggestions as I said, but won't be making
policies. But if we have the discussion there we'll have a more
appropriate audience.
