l runs the command gnus-group-list-groups
OK, but it should still show groups that presently have Summary buffers
("*") open, even if there are no unread articles in them!

Because one is certainly very interested in groups that one has
currently opened, and gnus-group-list-groups (l) is the primary command
for listing the groups one is very interested in, vs. L.

I'm not convinced this would actually be useful. Normally users are
either inside a single summary buffer or at the group level without
active summary buffers; rarely do you have to visit the group buffer
while a summary buffer is active. I could be wrong, but at least my
vote is that this is not necessary. Anyone else?

shocker that they were still open won't hit you until you exit gnus, and

Indeed, s (gnus-group-save-newsrc) doesn't even ask you about them. It's
not until a phone call comes and you've got to run and you hit q
(gnus-group-exit) until you get prompted with
"Update summary buffer bla.bla... ?".

contains (setq
gnus-single-article-buffer nil
gnus-kill-summary-on-exit nil
etc.)
