It's a Gnus issue (alternatively, they can say they don't support no-MULE XEmacs any more). It's possible that we should also make an adjustment, but since they've got compatibility code in place, they're going to be the best bet for a diagnosis. There's an outside chance that configuring XEmacs --with-file-coding will help. (Check the output of .configure --help, the option names have changed with the move to autoconf 2.59 in 21.5, and I don't remember the 21.4 version for sure).
