Yes, we can just check whether the emoji font has a glyph for the symbol
before inserting the VS-16.  Here's a test message -- only the second
symbol should get a VS-16:

Emoji: ⚠️

Symbol with emoji: ⚠

Symbol without emoji: 𝐖
