That was actually how gnus was once packaged if I remember correctly. Someone here will know for sure,,, but I think around quassia or a little earlier, users were expected to generate their own .configure. But I may be remembering emacs... being that way. Seems like it was more involved back then,,, modern aclocal makes it pretty easy...
