Following the syntax conventions of RFC 1738 [RFC1738], a "mailto"
URL has the form:
mailtoURL = "mailto:" [ to ] [ headers ]
to = #mailbox
headers = "?" header *( "&" header )
header = hname "=" hvalue
hname = *urlc
hvalue = *urlc
