Most of the complexity of gpg.el stems from the fact that it is configurable to almost arbitrary command line syntax. Initially, you could configure gpg.el to use some version of PGP instead of GnuPG (that's why the --status-fd wasn't used). Nowadays, this is just useless cruft... IOW, a rewrite of gpg.el would be *much* shorter and simpler.
