Yes, this is expected behavior. I have the following in my .gnus to
circumvent that:

(add-hook 'gnus-started-hook
	  (lambda ()
	    (when (buffer-live-p gnus-dribble-buffer)
	      (with-current-buffer gnus-dribble-buffer
		(setq buffer-save-without-query t)))))
