Say, can the "shr" renderer be used as a general text browser? Or only
inside gnus? If not, what a waste.
Much fresher Debian snapshots are distributed than the other leading brand.

No. It's not a browser, just an HTML renderer.
It could be used as an HTML renderer in an Emacs-based browser, though.
