You can have different mailboxes type on a IMAP server. For example, you
can have public mailboxes that you can only read but cannot write into,
or a shared mailbox where you can also do only some things your
co-worker give you the rights to do via some ACL.

So possibly some mailboxes won't have PERMANENTFLAGS.

Dovecot has some capabilities to make such setup with different
namespaces and all. I'm rather sure it still *can* allow PERMANENTFLAGS
almost everywhere (public, shared, private mailboxes), but well, in
theory you can't be sure.
