It's unlikely to be something on your machine that's the problem.  It's
unfortunately common for routers/firewalls to eject the apparently dead
connection from their routing tables, and when a new packet arrives
on that connection, it'll just discard it (instead of sending a RST
packet to you).  The result is a hanging connection.

In my experience, this is quite common for the NAT routers ISPs use in
front of your home, and less common for the firewalls that's close to
the server.
