My guess is that the Gnus code predates the common convention of using
special-mode for these kinds of buffers. That's something I was
intending to get around to (as well as having all the various Gnus modes
inherit from a master do-nothing "gnus-mode"), but haven't yet.

Maybe make a bug report?
