I am using GNU Emacs 24.0.92.1 (x86_64-unknown-linux-gnu, GTK+ Version
2.20.1) and Gnus v5.13 (the one of the master branch as of yesterday).
I cannot get topic parameters to work. When I set the topic parameter
(gnus-show-threads nil), all subgroups are still threaded. If set the
group parameter of the subgroups to (gnus-show-threads nil), threading
is disabled.
Topic parameters used to work. I am pretty sure a recent commit broke this!

when entering a group, C-h v gnus-show-threads RET reveals, that the
value actually did not change at all.

How are you setting the topic and group parameters? "G c" on the group
view doesn't have any threads settings... I hadn't even realised I
could do topic settings, to be honest <blush>.

Group parameters (of course) override topic parameters, and topic
parameters in sub-topics override topic parameters in super-topics. You
know. Normal inheritance rules. ("Rules" is here a noun, not a verb,
although you may feel free to disagree with me here.)
By this I mean, have you set topic and group parms that make threading
off? i.e off in Topic but on in the individual G p.

No, definitely not. In fact, my setup used to work until I updated
gnus.

No, I'm experiencing the same. Before the update topic parameters
overrode `gnus-parameters', at least that was my conclusion after a
short investigation, and now topic parameters are complately
disregarded.
