Here the whole message is in the lower window, but the scrollbar fools
the user into thinking he can scroll more.

Maybe the scrollbar is being computed on invisible header text.

I think this is a bug or limitation in either Emacs or the toolkit
providing the scrollbars (GTK).  I don't think anything can (should)
be done on the Gnus side.
