gpg.el does not do this, GnuPG automatically downloads a key if you
have a keyserver specified in the .gnupg/options file.
Did you by chance just upgrade from 1.0.6 to 1.0.7?
If so, you need to add:
keyserver-options auto-key-retrieve
to that file, since the default has been changed. I believe this was
mentioned in the release notes.
