Mebbe `T m` "archive" to "nnml", which, if my Gnus code is anything like
yours, would put "archive" after "proc-spamrel".
You could also manhandle your `gnus-topic-topology` entry in `.newsrc.eld` to
strongarm the desired order.
The topics business has some bugs, to be sure, but none so showstopping as to
warrant the drudgery of writing a patch.
