IIUC, a bug report belongs to a project by adding the project's name to the `package' attribute of that bug. There are already bugs which have set both "emacs" and "gnus"; virtually a project "gnus" does exist already on that server :-) The "gnus" project is just not listed on the front page of debbugs.gnu.org, which would include also mailing addresses and predefined search masks.
