* ISO-8859-15 and ISO-8859-1 confusion

The Opera M2 MUA for 7.11 and 7.21 is set up (at least here in Norway)
to use ISO-8859-15 instead of ISO-8859-1.

When I reply to these messages, the quoted text stays in ISO-8859-15,
while what I type in is in ISO-8859-1.  When I try to send the
message, I'm told:
  Non-printable characters found.  Continue sending? (d, r, i, e, ?): 

Is there a way to either:
 - change the quoted text into ISO-8859-1?
 - make what I type be in ISO-8859-15?

If it is an Latin-1/Latin-9 problem, you should get the message "A
message part needs to be split into N charset parts.  Really send?".
(But this should not happen too often in Gnus 5.10, as it tries to
unify Latin charsets.)

Are you sure that there weren't any _really_ non-printable characters?
Can you give a MID for such an article (Latin-9 from Opera with the
problem you describe)?

For XEmacs, there's `latin-unity'.  I did some test with XEmacs and
`latin-unity', but I'm not sure that my usage is correct:
