The color format is described here: http://www.w3.org/TR/2010/PR-css3-color-20101028/#colorunits That's CSS 3, but after a quick check it seems it's retro-compatible with older CSS. So we would be good with that. The !important flag is allowed on any line, see CSS 1 spec[1]. It's not color related at all.
